What happens to emergency alerts when the cell network itself goes down?

The Mystic Alerts Act has passed both the House and Senate and is now headed to the president. The bill would allow Wireless Emergency Alerts to be delivered through satellite communications when traditional cellular pathways are unavailable, creating another layer of redundancy during disasters.

The legislation was developed in part after the July 2025 Central Texas floods, where lawmakers cited reports of Wireless Emergency Alerts not reaching some areas after cellular infrastructure was damaged.

For preparedness, the takeaway is simple: satellite delivery could add another useful warning layer, but I still wouldn’t rely on a phone as my only emergency-alert system.
