This TH18 anti-three-star war base does exactly that. Since most armies naturally get pushed toward the core, the base keeps it low-value while spreading the heavy defenses across the rest of the layout.

The Double-Rage-Towers still deal heavy damage without giving away easy Electro-Fangs value, while anti-Thrower compartments and a trapped Duke entry make the attack even harder.
