Not exactly a buyer's market in Indian metros...

The shift in India’s housing market is visible in where the money goes, not just where the buildings rise. The financing has tilted as sharply as the supply.

The share of home-loan disbursement to high-income individuals rose from 17 percent in September 2022 to 26 percent by September 2024, while the share going to low and middle-income groups fell. More than 58 percent of housing loans disbursed in 2023-24 were larger than 25 lakh rupees. Loans up to 10 lakh — the size an affordable home requires — made up under 11 percent. The lenders followed the developers into the luxury segment. The capital, the supply, and the construction all point the same way: away from the homes most people need.

The vacancy paradox is older than any single scheme. The 2011 Census already recorded roughly 11 million vacant urban homes sitting alongside a shortage of nearly 19 million. This predates PMAY, predates the current government, and traces back through the JNNURM era. The reasons are structural — rent-control laws that make owners wary of letting, weak contract enforcement that makes eviction slow, and government housing built far from where work exists. Different governments, same outcome. Units get built. People cannot live in them.

There is a fix that most large economies use and India has barely touched: building affordable rental housing at scale, in the places where jobs already are, rather than ownership units on cheap land at the city’s edge. The Affordable Rental Housing Complexes scheme exists on paper. It has moved slowly. The instinct remains to build for ownership in the wrong location rather than for tenancy in the right one.

If the home you were promised was never built, and the one the state built sits empty in a place you cannot work from, what exactly was the housing policy housing?
