Thousands of California state employees rallied at the state Capitol as Gov. Gavin Newsom's return-to-office mandate officially took effect, requiring most teleworking state employees to report in person at least four days each week. Workers and labor leaders with SEIU Local 1000 raised concerns about office capacity, commuting costs, traffic, pollution and the loss of telework flexibility while criticizing stalled contract negotiations with the state.
